		<description>Sanctioned protests have always been allowed. The gov&#039;t nearly tripped over themselves to approve the anti-Japanese protests back in &#039;05.

It&#039;s not so much the start that concerns me - more the finish.</description>

I think JohnG is right. Local government&#039;s could get a drubbing, especially since they seem to be more widely despised. Not sure if it&#039;ll do any good, but that&#039;s not entirely the point.</description>

Maybe something that doesn&#039;t have anything to do with Beijing or the central government will be allowed such Shanghai anti-maglev protests?
