As for government bureaus that manage safe food and drugs, did you hear about the National Committee for Oral Health (NCOH) scandal? This official-sounding committee established in 1988 apparently did nothing except take money and put its logo on toothpaste. No tests, no actual dentists were involved in the endorsement process. The best part is, the committee is not even some renegate profit scheme that skipped through regulatory cracks--it was established by the government. And only this year did they "realize" it was functionless. I'm sure anyone involved in business in China has a good personal story about government officials' antics. My favorite fact is that minor officials in Shanxi are all completely addicted to heroin. It would be great if someone did an investigative report on that.
